Abstract

Human resources are one of the essential factors of economical and social development and growth in any society. It is obvious that educational investment especially technical & vocational trainings related to human resources and their employment is one of the basic indicators in determination of its development. Basically, technical and vocational trainings are trainings, which prepare individuals for their jobs, professions and works, or increase their abilities and efficiencies. Characteristics of technical and vocational trainings are short-term and flexible in accordance with the immediate needs of labor market. So, there is a close relationship between this kind of trainings and employment sector. As a result, lack of coordination between these trainings and employment will cause crisis. Such as: unemployment crisis; social disillusionment and its psychological problems; political crisis and revolution. The vocational training courses in Iran offer an opportunity to prepare for a specific vocation, to improve one's qualifications, change one's occupation and are adjusted to the requirements of the changing labor market. But there are some key questions: Do the trainees of technical & vocational centers in Iran enter the labor market? Are the trainees of technical & vocational centers in Iran employed relate to their academic course? How is the employment rate of technical & vocational centers in Iran trainees in different sectors of services, agricultural and industry? Is there any relationship between employment of trainees and their sex? What are the most important obstacles of technical & vocational trainees whom unable to enter the labor market? What are the most important factors of technical & vocational trainees employment in labor market?

In relation to above questions this paper first describes the facts, figures and prospects of vocational training in Iran. The description involves: The history of vocational training; the structure of the vocational training system; types of vocational training; legislation and implementation; courses of vocational; vocational training and labor market; vocational training and critical points. Then in order to understand how the Iranian vocational system works, some of the geographic, political, economic and cultural characteristics of the country will also be explained. However, this paper not only attempts to review the employment status of technical & vocational trainees in Iran but also analyzes the obstacles and effective factors for their employing in the labor market. Research results have shown that skilled trainees cannot find their appropriate job in industrial and agricultural parts (specially in relation to women). The reasons are: They are not familiar to employers appropriately, loss of appropriate relation with employers and financial problems. In addition, quality improvement of skills training courses has an important role in their employment.
