Abstract

In June 2003 the Act on Vocational Education and Training was revised (legislation 448- June 2003- “Simplification and Flexibility”). As a follow up to the legislation new initiatives have been launched to renew the principles of dual vocational education and in line with the current liberal Government’s plan on “Better Education”. Like other dual systems the Danish system is confronted with the challenge to create a sufficient amount of apprentice places across sectors with very different characteristics and attitudes towards vocational qualification. These finding were most recently confirmed in a policy analysis we carried out as strategic input to the financial bill 2004 on behalf of the Danish Ministry of Education. One of the attempts to meet this challenge has been to loosen previous legislative restrictions concerning fixed duration and structure of the programmes. This especially targets the requirements concerning practical training and length at the workplace. Another and much debated measure which should also be understood in the context of employment policies has been to increase the offer of a stepwise qualification approach of different duration and depth corresponding to different recognised job profiles in the labour market and with the rights to unemployment benefits.
