Resources and Links:The VETNET Forum session at ECER'06 focused on the theme "The role of European Qualification Framework (EQF) for European VET Research". The discussion was concluded by a proposal to organise a joint follow-up activity that leads to a "VETNET Memorandum" on EQF. The General Assembly of the VETNET network agreed on this proposal. The launch of this blog is the first step in the implementation. Below some nutshell information will be given on the preparation of the VETNET forum and on the follow-up measures that the VETNET network agreed on.

This is a follow-up activity of the VETNET Forum (session 6 of the VETNET progamme) at the European Conference on Educational Research (ECER'06) in Geneva. When the VETNET network decided to organise the VETNET Forum with a focus on the European Qualification Framework, the decision was based on the following arguments: 1) The European Commission was in the process of finalising its position to be presnted as a proposal fo the European Parliament and the Council. This would have consequences for the development of the national qualification frameworks in the coming period. 2) The European Commission had started several tendering processes with focus on EQF, ECVET and related issues. These processes were to be concluded by the beginning of October. 3) The current educational action programmes of the European Union are coming to an end and the new programme generation will be started in 2007. The further work with the EQF will have an impact on the new European cooperation activities be launched in the year 2007. The "VETNET Forum" session was organised as a joint plenary session and it was based on three inputs 1) An introductory input on behalf of the VETNET network (presented by myself) 2) An input on the recent developments in preparing the Commission proposal for the EQF (presented by Jörg Markowitsch) 3) An input on national and sectoral views related to EQF (presented by Georg Spöttl). The discussion drew attention to several contradictory and controversial aspects in the preparatory process. Moreover, the discussion pointed out that the status and the usability of the EQF has become less clear in the course of the preparation. At the same time it was clear that the poliy process is moving onwards. Also, it became clear that the new Member states of the EU consider the preparation of a European framework as an essential support for their national policy processes. In the light of the above the VETNET community concluded that the European VET researchers should find their own way to participate in the ongoing discussion. The VETNET assembly accepted the proposal to start a joint process to prepare a "VETNET memorandum" based on my working note and the presentations that were prepared for Geneva. This blog has now been opened for further discussions and forthe preparation of the VETNET memorandum.
