Abstract
Governance of dual VET systems is marked by the existence of a multitude of institutions and actors as stakeholders. These all represent different logics and values of politics and policies according to the social system they belong to - e.g. the spheres of educational, labour market, social, economical, and innovation politics. In addition to state actors (e.g. administrative departments), normally other institutions of the economical sphere are involved in regulating VET in dual systems. Because of the high complexity inherent in this plural arrangement, regulation succeeds to a varying degree. In an international comparative study, we scrutinised the regulation of dual systems in Denmark, Germany, Austria and Switzerland.
Methods
- The analyses' two main dimensions
-
- fragmented vs. co-ordinated plural regulation
- input vs. output regulation
determine a matrix to localise the different systems.
These dimensions had been operationalised in altogether seven main categories comprising four to five items each. This allowed to carry through workshops in the different countries where experts were rating the items as well as discussing their ratings.
Results
The results show that the different countries, albeit having similar VET systems hearkening to the same root, dispose of highly different regulatory systems. The quality of these regulatory systems varies considerably. Whereas Germany disposes of the weakest system, combining input oriented and fragmented regulation, Denmark (with a highly output oriented regulation) and Switzerland both rely on co-ordinated output oriented regulations. The results of these analyses allow drawing a multitude of conclusions to further develop the arrangements of dual VET in the different countries as well as in the context of Europeanisation of vocational education and training.
